The 'Milan Commission' consisted of three men: William Cooke, Major Thomas Henry Browne and John Allan Powell. Arriving in Italy in the summer of 1818, they examined numerous witnesses and thought that the evidence against Caroline was conclusive; however the Bill was eventually dismissed.
